The Cold War, the open but confined competition that formed between the United States and the Soviet Union and their respective allies after World War II. On diplomatic, technological, and propaganda lines, the Cold War was fought and had only limited recourse to arms. ย The concept was first used in an essay written in 1945 by the English writer George Orwell to refer to what he predicted would be a nuclear stalemate between "two or three monstrous super-states, each with a weapon that could wipe out millions of people in a few seconds." In a speech at the State House in Columbia, South Carolina, in 1947, the American financial and presidential advisor Bernard Baruch first used it in the United States.
